Kelley Juvenile Justice Resources (KJJR) operates the Clarence M. Kelley Youth Center (KYC) which is a Youth Residential Care II program in Kansas. While setting standards in the field of juvenile care, KJJR continually seeks to further improve and expand their services. Additional attributes of KJJR include:
  • Providing quality services to at-risk youth since 1995.
  • Operates a residential program for both Juvenile Offenders (J.O.) and Children In Need of Care (C.I.N.C.).
  • Programs continually operate successfully in compliance with local, state and federal regulatory agency requirements.
  • Offers its own distinguishing programming element.

PROGRAMS’ PHILOSOPHY

Clarence M. Kelley Juvenile Justice Resources’ programs provide a clear, fair and consistent setting through which to introduce socially-appropriate values. Staff serve as role models to help youth learn "good" behavior.  Structured program schedules help establish clear expectations and accountability, while assisting youth to learn self-discipline and self-control.

Programs utilized by Kelley Juvenile Justice Resources seek to motivate and teach acceptable behavior by developing the skills necessary for young people to meet their needs and gain rewards through positive behavior. For example: by tying their behavior to immediate consequences; by helping young people explore their values; by teaching alternatives to negative thought patterns; by showing them the outcome of negative behavior; and by making appropriate community referrals so that this process may continue after release. A group approach is the primary program model to encourage each young person to both learn and teach new skills. Groups focus on the acquisition of positive behavioral skills and developing values to help each young person learn and incorporate new patterns of thinking, feeling and acting. Programs utilized focus on "here and now" behavior, respecting each young person's constitutional rights not to disclose information that may interfere with their legal defense.

Linkage to community resources and communication with familiar contacts are stressed. A variety of community resources are used to supplement programming such as social services staff, the respective school district staff, volunteers from various walks of life and professionals, the religious community, civic clubs, libraries, and other resources available in the nearby communities.

Referrals for KJJR placements are accepted based upon the number of beds available.  If program space is not available at the time of referral, appropriate youth will be placed on the waiting list until admission can be arranged.
